Witold Słowik the New President of Polska Grupa Zbrojeniowa S.A.


On 27 September 2018 the Supervisory Board of PGZ S.A. finalised the competition for the position of the President of the Board of PGZ S.A., appointing Mr Witold Słowik for the job.

At the same time, pursuant to the company’s articles of association the Supervisory Board submitted a request to the Minister of National Defence to issue an opinion on the subject of this candidacy.

The Minister of National Defence Mariusz Błaszczak approved the decision of the Supervisory Board of PGZ S.A., and therefore as of 28 September 2018 Mr Witold Słowik is the new President of the Board of PGZ S.A.


Witold Słowik graduated from the Faculty of Law and Administration of the Jagiellonian University in Cracow, the Cracow School of Managers, and postgraduate studies in real property management at the Warsaw Management University. In 2018 he completed the ARGO Top Public Executive Programme – a foreign education course for public administration executives held by the IESE Business School and the Lech Kaczyński National School of Public Administration. He has also participated in numerous courses and trainings in the field of accounting and finances.

From 26 November 2015 he was the under-secretary of t state at the Ministry of Development, and from 18 January to 20 September 2018 he was the under-secretary of state at the Ministry of Investment and Economic Development. He was responsible for the distribution of funds under the Infrastructure and Environment Operational Programme, implementation of the Connecting Europe Facility - CEF, implementation of the Juncker Plan instruments, and the development of the Public-Private Partnership.

Under his guidance, as at 20 September 2018 the Managing Institutions for the IEOP 2014 – 2020 perspective had already contracted 80 billion PLN out of the pool of 117.6 billion PLN. On the other hand, under the CEF they have completed 46 projects for the total value of 5.9 billion euros, with CEF funding in the amount of 4.2 billion euros.

Additional co-ordination of the implementation and promotion of Juncker Plan instruments for a large EFIS window was finalised with the EBI approving 34 projects for the total value of 34.2 billion PLN that have received support in the amount of 11.9 billion PLN. Furthermore, more than 12 700 contracts have been signed for the small EFIS window with the total amount of support exceeding 2.5 billion PLN.

As part of his work on developing the Public-Private Partnership in Poland he led to the Council of Ministers’ adoption of the “Government Policy for Public-Private Partnership Development” and the finalisation of the legislative process pertaining to the amendment of the Act on Public-Private Partnership and 19 other acts.

From 2013 he has been the attorney of Rzeszowska Agencja Rozwoju Regionalnego S.A. where he supervised the construction of the Exhibition and Conference Centre of Podkarpackie province in Jasionka near Rzeszów. This programme was co-financed from the funds available under the Eastern Poland Development Programme 2007-2013. Earlier, as an expert of Bank Gospodarstwa Krajowego’s Controlling Department he was responsible for supervising the bank’s administrative and logistics expenditures. From September 2006 to October 2011 he was the president of the board of Centrum Bankowo-Finansowe „Nowy Świat” S.A. in Warsaw.

During the years 2002-2006, as head of the Development Strategy and European Integration Office (later the European Funds Office) of the Warsaw City Hall, he co-ordinated the works related to acquisition of more than 2 billion PLN of EU funds for Warsaw. He also led to the drafting of the Warsaw Development Strategy 2020 and its passing by the City Hall. He also represented the Union of Polish Metropolises in the committee forming the Infrastructure and Environment Programme 2007-2013, and he was also a member of the Regional Steering Committee for the Development of the Mazovian Province.

During the years 2000-2002 he was the head of the Prumerica Branch of Towarzystwo Ubezpieczeń na Życie S.A. During the years 1994-1999 he worked at Krajowy Depozyt Papierów Wartościowych S.A. (KDPW): from 1995 as CEO, and then as the head of the Administrative and Financial Department. He was also the chairman of the supervisory boards of the following companies: Centrum Giełdowe S.A., Kupieckie Domy Towarowe Sp. z o.o., Złote Tarasy Sp. z o.o. He is also the current deputy chairman of the Supervisory Board of Bank Gospodarstwa Krajowego.
